The local-level inauguration of 'Thoofan' was organized at the Udayagiri Grama Panchayat.

Elected representatives, Grama Panchayat staff, representatives of political parties from various wards, police officers, Haritha Karma Sena members, Kudumbashree workers, ASHA workers, youth, and SPC cadets from GVHSS Karthikapuram participated in a function held at Udayagiri Grama Panchayat as part of the second phase of 'Operation Toofan,' an anti-drug initiative implemented by the state government. The meeting was presided over by Vice President Shri N.N. Prasannakumar and inaugurated by Panchayat President Smt. Tessy Alummottil, who also hoisted the 'Toofan' flag at the Grama Panchayat. 'Toofan Warrior' badges were distributed to elected representatives, the Grama Panchayat Secretary, and ASHA workers.
